The powder is sprayed out at the piece of metal. As the powder leaves the nozzle, it gets a weak positive charge. That makes the powder and the metal really attracted to each other, and the powder just sucks onto the metal and doesn't want to let go. If too much of the powder goes to one place, the coating that is already there will actually repel it since they will all be positively charged.
